Maryland FAMLI registration walk-through: EIN, 6-digit NAICS code, Resident Agent and the Login.gov identity check

Short answer, as of October 8, 2026: Registration is online only and opened to all employers on September 1, 2026. One person, the Authorized Officer, registers the employer and proves identity through Login.gov. Have five things ready: the federal EIN, the 6-digit NAICS code, the addresses, a business email and the Resident Agent details. A third-party administrator cannot register for you.
The State publishes a step-by-step registration guide with the screens. This page tells you what to have ready and where employers get stuck. The order of the screens can differ from the steps below. Follow the official guide.
Before you start: the data list

Steps
- Choose the Authorized Officer. The registration page names owner or partner, executive director, CEO, CFO, COO, president, secretary, household employer, or a person with equal legal authority. See who can register.
- Collect the data in the table above.
- Start the registration from the official site, paidleave.maryland.gov.
- Sign in with Login.gov.
- Complete the identity check. It uses the Social Security Number and the driver's licence or state ID card. The State says these "will not be stored in your FAMLI account".
- Select the registration type: employer. Do this step carefully. The registration guide warns that a wrong type (employer or TPA) cannot be changed later.
- Enter the EIN, names, NAICS code, addresses and business email.
- Enter the Resident Agent details.
- Confirm the Authorized Officer role. The officer confirms it "under penalty of perjury".
- Submit. Keep a record of the date.
The four points where employers get stuck
EIN. The EIN field does not accept a Social Security Number. All divisions under one EIN register together.
NAICS code. The guide asks for 6 digits. A shorter code is not enough.
Resident Agent. The registration guide says: "A small number of employers, household employers for example, may not have a Resident Agent. In that case, you may list yourself."
Login.gov. Only the Authorized Officer role must do the identity check. Other users of the account do not.
After registration
- Third-party administrator (TPA). The State says: "TPAs cannot complete registration on behalf of their clients." After you register, the TPA sends an invitation. You sign the Power of Attorney within 30 days of the invitation. An expired invitation must be sent again. See TPA and Power of Attorney.
- Private plan. If you intend to use a private plan, file the Declaration of Intent in the FAMLI account between Sep 1 and Nov 15, 2026. Nov 15, 2026 is a Sunday. The Understand your plan page (read October 8, 2026) does not say that the window moves to Monday. File before the weekend. See the Declaration of Intent.
- Deduction notice. COMAR 09.42.02.05D requires written notice at least 1 pay period before deductions begin. For a January 2027 start, that is December 2026. See employee notices.
- Payroll. Deductions apply to wages paid on or after January 1, 2027. The first report and payment are due Apr 30, 2027.

›What do I need to register for Maryland FAMLI?
The registration guide lists the federal EIN, legal name and trade name, a 6-digit NAICS code, physical and mailing addresses, a business email and Resident Agent details. The Authorized Officer also needs a Social Security Number and a driver's licence or state ID for the Login.gov identity check.
›Does FAMLI keep my Social Security Number?
The State says the Social Security Number and licence used for the identity check will not be stored in your FAMLI account. Only a user with the Authorized Officer role must do the identity check.
›I do not have a Resident Agent. What do I enter?
The registration guide says a small number of employers, household employers for example, may not have a Resident Agent. In that case, you may list yourself.
›Can I use a P.O. box as my address?
Not for the physical address. The registration guide does not accept a P.O. box there. You also give a mailing address.
